Though the Argentine leader Juan Peron was dead by that time, in 1976 his party was still in power. That was the year that Argentina's military decided it wasn't going to suffer the Peronistas' rule any more, and took over the government. In this story, Raul Salas is a union leader in Cordova. As the new military government's hold over the country solidifies, he experiences increasing difficulty in doing his job, and is in danger of becoming one of that country's desaparacidos or "disappeared ones", people who are abducted by the government and are never seen or heard from again. This film was banned by the Argentinian government for 10 years.
                    Raúl Salas is the general secretary of a major union in Córdoba, Argentina who is trying to fight the union politics as best he can despite continual defeat. It is a time of unrest, around 1975, and Salas watches and hopes that what he builds will last. However, even the greatest of leaders can only do so much.
