As this would mean Detroit would lose their workforces. The Authorities have taken a dim view of these plans, and have their bounty hunters track down the troublemakers. This, in turn, has sparked a full scale rebellion with those wishing to leave Detroit arming themselves and waging guerrilla war against the city's security forces.
