　　1949年10月1日，黎明的曙光照向久被阴霾笼罩的中华大地，而当华北欢庆新中国成立之际，我国西南边陲正进行着一场惊心动魄的生死之战。人民解放军挥师南下，攻克重镇贵阳，并直指川南。***方面不甘心退出历史舞台，于是派出特务潜入大西南，由代号“老板”的特务头子严森（梁冠华 饰）发起了名为“猎鹰计划”的秘密行动。中共特纵特务营营长燕双鹰（张子健 饰）在执行任务时偶然得知“猎鹰计划”，为了保住革命的胜利果实，他化装为军同少将。经过连番严酷的考验，燕逐渐取得严森的信任，但是身份偶然败露又将他推向死亡的边缘。
