Surprised and unwilling to take the action that would lead to the cold murder Gabriel through private leads finds the secret agency that employed him. However, as all roads lead to Rome, his road eventually takes him to the hunted person, who actually might be the hunter. On a more subconscious level this is psychoanalytic exploration of problems caused by repression.
